Eli is the only child of Rose Tyler and John Smith, (otherwise known at the Metacrisis Doctor).  He was raised with parents that worked for Torchwood, surrounded by alien technology and stories of his parent's adventures (though he has always suspected that they were toned down, a lot, to keep from giving him nightmares!)

Unsurprisingly, Eli decided at quite a young age that he was going to be an adventurer, too.

What he hadn't expected, was to be thrown unceremoniously into the role, after coming in contact with an alien traveling device.  It looks rather like a bulky watch, or a bracelet, with several gears and dials, and blinking lights.  In other words, very difficult to control, when you have no idea what the dials actually do!

One afternoon, while waiting for his mother to finish her work, Eli had come across the device-- and caught it, when it had rolled off someone's workbench.  He doesn't know which dial or knob he touched, or what happened... But with a bone jarring wrench, he was dragged through time and space, and found himself deposited roughly somewhere else.

With a tetchy new watch.  And torn between the urge to explore, and to get home to his parents who must be scared sick.
